Hard choice, many are good, but others, seen... strange, some DENFINATLY don't belong...

The website's script isn't so hard to understand so if you can hack it, it is a simple matter to make your project featured.

sometimes yes sometimes not, the scratch team is deciding on which project is creative, not "good", I was featured with this project http://scratch.mit.edu/projects/dingdong/71470 because it was very creative

I think that many of the projects are there because they have been getting so much attention (like Paddle2See's Privateer or AddZero's 3D Raycaster, both of which undeniably deserved to be there), whereas many projects (like my 3D Finder) get attention for being featured. It could be that the Scratch team is trying to put the spotlight on some newer users. Remember, they can't judge your project on how much time you put into it or how proud you are of it (or how popular you are, and whether they like you or not ), but I think overall, they do a pretty good job.
