I use Windows Paint. But to remove the construction zone, I use GIMP - it's so easy!
For block mockups, normally I edit the system browser - but BYOB will work as well (I used it once, since I had it up).

I usually use MS Paint... I prefer it for mockups because it's a no-frills software (unlike GIMP or Photoshop - transparency is nice for some things, but it doesn't really add anything to mockups)... I use GIMP for making graphics for projects (mostly unreleased ), though...
