You can use a large sprite as the background.  Send it back a bunch of layers to make sure it's behind all the other sprites.  Then, you could resize the sprite.

With a new sprite:

You can right click on the screen and select grab screen region for new sprite or costume. Then highlight the whole screen. Click edit to make a huge box over the whole area, and then make your new background. Then drag the icon background onto the background icon. But the size will change online; it will only work in Scratch.

If you go into the backgrounds section and click on "edit' to the left of the background you can change the size of any background

once inside the paint editor (where you edit) click on the leftmost buttons above the background image (look X made of arrows) this will grow and shrink your background
