how do you become someone important on scratch for example, MyRedNeptune is the forum moderater, do you have to go to conferences or sites or something?

The Scratch Team chooses the forum moderators. You must be respective, helpful, mature and active on the forums.
But you don't have to become a forum moderator to be a helpful Scratch member. If you truly enjoy helping people, you wouldn't actually care. The only differences between a forum mod and a member are:
-mods can stick unstick, close/open and move topics,
-delete and edit posts,
-view reports
There are several other minor differences which are not important. Of course, a moderator also has a lot of authority, but if you are really helpful, like Paddle2See, JSO or Mayhem, you can be respected as much as any moderator.
If you want to become a mod just because you want to be "important", I don't think the Scratch Team will choose you.

i dont want to have that title to be important, just wondering what it was, is there ever a time you could edit project comments or not?

The Scratch Team are the people who developed Scratch. They work in the MIT (Massachusets Institute of Technology).
Andresmh is part of the Scratch Team, he just wanted the title "ScratchR".
