Submit the entry to the contest gallery folder when you're done.
To submit an entry, click on the "+" sign. If you're having trouble with submitting, leave the club a note or a comment, so one of the admins can check it out.

An animated GIF is fine. The contest rules state that any art medium is acceptable for the contest - digital or traditional medium, it doesn't matter.
I do have an issue about uploading your current avatar - one of the ideas behind the contest rule is that we want to see new entries instead of people constantly resubmitting old stuff (you can check out the blog and see the first contest rule). Considering that users will be submitting new images for the contest, it seems rather unfair to have you submit your GIF because it is, in a sense, a pre-existing art piece.
Tell you what - if you're going to upload your avatar as an entry, modify it so that it is different from the original.

Also for some reason, even if the founder votes yes on a work being submitted, it's not added till there are 3 yes's

I know why that happens: members who joined can submit pics automatically, but submitting pics as a non-member requires 3 votes by admins to be fully accepted.
I'm going to talk with the other club admins later to see if this we can remove/change this prerequisite for non-members.

I think co-founders have the highest setting available
So just change it when you have the chance, it will probably work.
I would do it myself but dA is blocked on school networks, and I'm lazy
