Downloading rules.

I have noticed that there have been some projects in the top downloaded section that you question, "Why is this project here?".  Some of the times the project will say it has 60 downloads and 50 views.  This is probably because the owner has downloaded their project several times, therefor, the project gets added to the front page.  I have an idea to stop this.  I think scratch should make it so each download for each user should only count as one download.  So if the owner of the project downloaded their project 20 times, it would only count as one download.  Also if I looked at some one else's project and downloaded 2 or 3 times, it will still only count as one download.  This way the download button would be like a 'love it' button.  This way the projects that deserve to be on the front page will be able to.  Now the people that download there projects several times will not hog the front page.  I hope everybody likes this idea.

I know there was discussion about fixing this problem.  But it appears the problem is still with us so apparently it is not working properly or people have found a way around it.
