What happens when you try installing Scratch?

Well When I Hit Run, It Comes Up With An Error Saying I Don't Have The File So I Can't Run It, That Kind Of Stuff. When I Hit Save, I Totally Forget What Happens... I'm Gonna Go Check Now...

EDIT:  Ok, It Finishes Loading And It Says 'Run' And 'Open Folder' When I Click Run, It Does The Same Thing As Clicking 'Run' Listed Above.

Make sure you have administrator priveleges. If you don't, there's your problem. (You can bypass this by downloading the files only)

Yes, I'm Running Windows. And I'll Go Try Downloading The Files Now...

EDIT: Are The Files The Part At The Bottom Of The Page? If They Are, I Tried That And It Won't Finish Loading.

To get admin priveleges, just ask whoever owns the computer. If needed, you could just get them to install it for you.
You should be able to download Scratch files, though. I think what happened was you downloaded it, but they just wouldn't open because Scratch wasn't installed. All you have to do is go into Scratch and then open them from there, instead of double-clicking the Scratch file.

How Do You Install It? I Need To Know!

Get the person who owns the computer to give them to you. Their account would have admin privs, so you could just get them to install the program for you.

If you can't install it, try saving it instead of running it, and then run it. If it still won't install, try downloading the files only. This means you're running the program without installing it.

If you get an error installing Scratch, try installing it again. If not, reboot your computer!
