I was just wondering, can you use a Microsoft USB controller for scratch projects?

Sure, use GlovePIE to convert joystick input to key presses or mouse input.
I used it to make the wiimote work with scratch. it's easy to make the buttons work, but it's more work to make the analog sticks work. You can reuse my tilt reporting.

Let me know if you want help.

Another great program is joy2key. It's very simple to use, and it works in any application, as it simulates keyboard and mouse presses.
