You can't make them un-download it... So what do you do?
I'm just curious, because I'm making a ToS for my mod.

It depends on what they've done - we try to evaluate each situation. If someone has posted negative or disrespectful comments, we send them a notification asking them to check out the Terms of Use. If it continues, we'll block them from the community, and they can contact us to discuss the situation and request to be unblocked. They can still make Scratch projects - which is fine - but sharing them to the website won't be possible until we come to an agreement.
