I know that the scratch team used to use ScratchR.org . What is this?

IDK, that was my point. Looks like an epic unfinished release of ScratchR.

WTHeck?
I've never registered as Slava for anything!

What IS ScratchR? I think heard a bit about it before, but I totally forget!

Why has my name suddenly changed to Slava?
It looks like either a beta version of 2.0 or an early design for the website. Either way, it's a complete overhaul of how it looks already.

They'll probably be mad at you for unearthing yet another dev site.

It says, I registered as Slava, too.
I clicked on my notifications. The same site appears.
I changed the language - same site.
I clicked on project - another url, but same site.
I clicked on "Cube World" in the lower-right hand corner - same site.
I clicked on the "Doody" link - same site.
I clicked on "flag as inappropriate" - same site.
I clicked on "shadowcf" - same site.
I searched for "asdf" - i get an HTTP 404.

Hi. This is not a working site, it's just a collection of HTML mock-ups of improvements to the user interface of the website. I've been wanting to actually implement this on the website but it takes a lot of work to integrate them with the existing infrastructure.

Will it ever appear in the future.

While were around looking at ScratchR's future:
http://design.scratchr.org/download/
http://design.scratchr.org/signup_final/
Also check out all files ending in .png in http://design.scratchr.org/
Also, there were files here: http://dev1.scratchr.org/ but obviously the person who was coding it isn't all that great with PHP.
