Actually, here's how to install them:
1) Download this file and save it anywhere: http://ev.carsoncheng.com/Scratch2.image.zip
2) Go to: Computer/C drive/program files/Scratch
3) Move the file called 'scratch.image' to wherever you want.
4) Move my file (the one you just downloaded) to Computer/C drive/program files/Scratch
5) Rename my file to 'scratch.image' (take away the '2')
6) Open scratch!

Lot's of suggestions!
It's best to only suggest one or two things at a time, and start a thread about them. Make a mockup and see if others can help you refine your suggestions. Big lumps of tons of suggestions are hard to think through! Remember, one of our main goals is to keep Scratch really easy to use - so we consider each change or block addition carefully.
