I'm making a music game, and my steps keep coming incredibly off beat because of the STUPID, UBER STUPID, RIDICULOUS BLOCK DELAY. Is there any way of getting rid of it, or shortening it to the point it's not noticeable to where it wouldn't delay the creation of the creation of the notes?
Also, problems with block delay also occur with my multiple instances project. The bullets move slow when there are many on-screen because of the time it takes to stamp them and clear them.

The best way to do it is use turbo speed (edit, set single stepping, turbo speed), but I believe that also shortens the wait block time. It would probably fix your bullet speed though.

Yes, I know I should've said this before.
It IS BYOB I'm using, and it IS extremely fast, but I need light speed, and not Mach 1, since even the atomic feature in BYOB makes the notes unevenly spaced. Maybe not as bad as Scratch, but still pretty bad.

Maybe calculate EXACTLY what the delay time is, and create a variable with that value. Then, whenever you have a wait or note block, you can just add the variable to whatever number you want to use. Beyond that, I really can't help you more than I have.
