Yes I Know How To Do that!

You need to use sprites to scroll, the background doesn't move.

Take a look at this project by goch: http://scratch.mit.edu/projects/goch/807008. He took panoramic photos of Vienna and then divided them into a series of backgrounds. There are no sprites, just moving backgrounds.
