this is really not a very specific question. which direction is the bullet shot out of from the gun?
now lets just say we have a vector for the initial velocity for the bullet shot from the gun called V and the Y velocity is Vy, which is really the only thing that matters.
If Vy is negative (towards the ground), the shot bullet hits first.
If Vy is positive (away from the ground), the dropped bullet hits first.
If Vy is 0 (bullet is shot perpendicular to the force of gravity), they hit at the same time.

Move the -12 over...
(12x^2)+24x+12=0
Divide everything by 2...
2((6x^2)+12x+6)=0
Factor that...
2((2x+3)(3x+2))
And we find that I was kidding for the last few posts as the answer is negative.
