I don't think it's ever been really spelled out. I do know that I personally am more inclined to be accepting of violence if there is a warning in the Project Notes.

Scratch does not encourage gore, mild language, or sexual content
-although gun violence can be used, there is a limit

In my GTA game, I'm not making any violence believe it or not. It's just showing damage and disappearing
