I'm new...
Scratch is great! I can't believe how easy it is to use the software to make games and upload them so thousands can see them! It's incredible! I commend MIT for making this site so user-friendly and fun

When you are running the Scratch program (which I am assuming you have downloaded) then you just click on Share.

To upload you need to make your project in Scratch (Download) After you've made it, you click the upload button.

Well... Depends what you class proper english as... Plus, it really does annoy me when people capitalise every word in a sentence when it isn't needed.
