motion blocks not appearing

I'm creating a new scratch project and my sprite and background are good, but when I click on motion none of the blocks appear to create a script with. How do I fix this?

Motion blocks don't appear when the stage is selected because you can't move the stage.

Except if you add the ol' panning blocks that aren't included in the release
