totally new series of SCRATCH !!!
This is the question for the scratch team:
Could you make totally new scratch series called "SCRATCH-html"?
It would have tools and all needed assets for making a website (inclucing java, php etc.) and the html code can be exported and compatible with other website creating programs like Dreamweaver

I don't think Scratch was for things like HTML... 
Maybe in 2.0 there might be something for you.

HTML is simple enough, also you can use services like Webs (Google it) to make websites easily.
I've looked at JavaScript scripts before and they look fairly simple... Can't say the same about PHP though.
