What is Liscense?

As the name implies I want to know what is the liscense button for?

The license is to let everyone know that Scratch programs are made to be shared. If you click on the license link, you can read more about the idea of sharing Scratch programs in order to learn from each other.

Based on your question, the name of the link has been changed (to "copyleft"). The idea is to encourage sharing of projects and Scratch code, so everyone can learn from each other.

We decide to name the link "Some rights reserved". The same way Flickr.com does. Copyleft was fine, but it only covered the idea of "ShareAlike". Anyway, I hope this new phrase is less confusing.
