I don't think so - just linking to a forum thread isn't really spamming, unless it's done like a thousand times and just to get popularity. See my earlier post on different kinds of spam if you are still curious about the differences...
Of course, I should specify - you guys shouldn't put the link to your thread _everywhere_ - just maybe once for each person who you think would benefit from a Hebrew forum. Maybe something like "Would you like to discuss Scratch in Hebrew? There's a forum thread here where you can. <<link>"
I think they're more likely to see that as helpful than as spam.
