I would like it if you were able to see who downloaded your project, similar to the way you can see who loved it.

You should also have the choice of whether or not the community is allowed to download it, such as games that require passwords to start it or something like that.
[Now that I say that, a password system to start Scratch games doesn't sound too bad, either.]

Download lockers aren't going to be available... it's been resolved in the past. When you share a project, you make it available to everyone - if you don't want your project seen, don't upload it.

Right... Well, if you see the list of people who loved it and replace "lovers" with "favoriters" you can see who favorited your project.

You can view the remixers for that. But they can get around the remixing by importing the project I think...
And right now, you can get around having to be logged in to download, putting /download at the end of the URL.
