Well, I wouldn't say "no matter what" - a mod or Scratch Team member can post in locked threads and bump it out of it permanent lowest position.
Apparently, there's more than one "permanent lowest" thread:

Nice fact!
I think it sank once it was unsticked because it was one of the oldest threads from the archived Inspiration and More forum - the moved threads into the new forums were all much newer.

I'm not surprised that there is more than one, as once they are locked they shoot towards the bottom, and grave-digging always pushes the ones up before it.
And yes a mod could unlock it and post and lock it just for the sake of pushing it up again
