I'm not with the scratch team, but I don't think you should use the EXACT replica of the blocks. Maybe you should use shapes or puzzle pieces? Buttons? Type-programming? If I were you I wouldn't use the block idea. Just experiment and see what good comes out of it!

Would it be okay to hack Scratch and add custom blocks? I've seen people do that and if it is okay, where would I put them, how would I make them, ect. Please help! PS Include mesh in next Scratch. We allready know how to get it, but 1.4 RC crashes on my mac when I save the image for end user

While modifications of Scratch are permitted, they can't be allowed to interfere with people using and learning Scratch.
As for using the name "Scratch" in your modification and a variant of the Scratch Cat as a mascot...that seems a bit too close to the original and might cause confusion. Please pick something that is clearly different from the official Scratch name and emblem.
