Its mostly in Japanese so you may have to use google translate for some parts.
Its like scratch in the way that everything is open source and you can easily see and use other people's code. The biggest downside is that you have to use flash's drawing commands for sprites which is kind of a pain but good practice.
Pretty neat, I didn't know if it was possible to have this sort of thing online.

@ Lucario, try looking at other people's code and building on it. Test individual functions or try changing variables to see the effects. Using the "fork" feature on projects lets you fully modify any scripts and compile it on the fly.
@ Scratch_OSX You do make it from scratch scratch with pure AS3 code. The only difference is that you don't have to download and use a compiler.
