Scratch in Other Languages
The "Languages" button allows Scratch scripts and blocks to be displayed in a variety of languages.
New! As of Scratch 1.2, the entire user Scratch interface can also change to other languages if a complete the translation file is available.
Can I add or edit some file to add a new language?
Yes! As of Scratch 1.2, you can add a new language just by creating a translation file for that language. The translation files are stored in the "locale" folder in the Scratch folder.
What character sets are supported?
Scratch currently supports only the Latin character set. Extending Scratch to support all the world's languages--including Chinese, Indian languages, Hebrew, Arabic--is a big job requiring major internal changes. We will be working on this project over the next year. Please be patient.

A multiple Language enabled (UTF-8 encoding) app means that I am supposed to input Chinese/Japanese/Korean/Greek... message even the app is in English interface. Currently, I can't. I wonder this app is still using ISO-88590-1 encoding which only supports limited ASCII characters.
This internationalization issue should be taken into consideration from the very beginning of Scratch development.

first, scratch looks fun.. can it be a language teacher? in this and in other topics, people ask about scratch in other languages.. speech bubbles seem to include text.. and http://wiki.laptop.org/go/WiXi#delyric shows image/music/twext idea for language learners.. maybe it'd be fun to have twext service in scratch? it could work between latin characters for now, unicode when ready.
synchronizing sound first w/ colorful text (later twext) might be the key function.. when scratch can associate audiovisual experiences (games) w/ language it could become a really fun way to learn..

Also you'll notice that more recent versions of Scratch have a "Language" menu item with a list of languages that the buttons can be translated into (as John points out above). We are adding to this as well (though still limited to character sets supported) and can be contacted for details regarding how to contribute.

I received this message about my notes being potentially "inappropriate language" . Is it because they are written in french?
I don't understand : last year I sent notes in french and they were all published. Has anything changed since?
How do I go about having my notes reviewed and published?

Hey mariejobin, what you received as an automated message when the censor filter detects inappropriate language. Unfortunately, the censor filter is ultra sensitive so it has a tendency to sometimes see words as being inappropriate when that may not necessarily be the case (for example, one person tried to post the word "escarapela" in the project notes and this word triggered the filter); chances are that this is what happened to you.
You could try reporting the problem in the Troubleshooting section of the forums (along with the notes that you wanted to post); that way we could try to figure out which part of the note triggered the censor filter.

Hi everyone, I am new to Scratch and loving it. I live Quebec Canada where French is the official language. However, there are Anglophones and Francaphones. I tried to download a French version of Scratch and I was not successful. How do I do it?
And is it possible to have both a French version AND an English version on the same computer?

Bienvenue/Welcome! To change languages in the software, click the globe symbol at the top left (near the Scratch logo) and choose. (You'll see there's "French (Canada)" included.)
The languages are all included in the same version.
(You can also add or adapt the language wording.)
