I'm making this since there are some younger users here and I don't want to get shot down while trying to be constructive.
--What is it--
I simply think of it this way, it's criticizing something and naming all the things that need improvement and how to improve them.
--Why do you want it--
Because, it can majorly help the creator of whatever to improve their creation, leading to great creations!
--Why I'm making this--
Most other forums I go on have places where you post your creations, now when somebody goes to use constructive criticism on a younger user's art/creation, the user who made the art will completely get mad and the one who simply tried to help the creator get's in trouble.
Here is an example of me using constructive criticism on a project.

You want to name the things that are bad in the project, but you want to make sure you stay in line and don't say anything like "This is terrible" or "That was a completely awful choice.".
Also, if you use Constructive Criticism, it is very important you also tell the creator what is good about the creation, so they know what to use again if needed. (Thanks to Vista4563)

Also, I would like to add that constructive criticism should be mostly positive. If it's not positive, people may ignore your comment.

Constructive Criticism can be good if it doesn't make the other Scratcher feel bad if they havn't done the best job.
