Allow 3 line signatures

Change the limit of lines on a signature to 3.

I don't see any problems with this. The character limit can still stay at 400.

I'm not sure, but isn't there a checkbox to enable that spaces count as characters?

No, if there were one people would put lots of spaces to lengthen the page  tongue
