I think it's ok. Tell the person to give credit if he hasn't already.

They have NOT gave credit. They claimed it as their own. I think some of the other art they "drew" is other people's stuff, too.

The flagging system on Scratch allows you to type in your reason for flagging a project - this reason is viewable only to the Scratch Team, who, based on the situation at hand, will decide an appropriate course of action to take; considering that your reason for concern is art theft, you should also include proof of where the artwork was stolen from. Additionally, you are also free to contact the Scratch Team here and tell them directly about the situation so they can look into it.

Sorry about that, I assumed that the art that was stolen was yours from another website. XP

You may want to get in contact with the original owners, if possible, and alert them about it because they are usually the ones with the proof and are in a better position to defend themselves against art theft. They can use the Contact Us form link that I pointed out earlier to ask for the artwork to be removed.
