This is getting so confusing. My dad and I went over the Creative Commons stuff and he says using copyrighted songs is still illegal...but everyone does it anyway? Is it still illegal on Scratch or not? (And I want someone who actually KNOWS to answer...please...)

Technically, yes, putting a copyrighted song (assuming it has not been released under a permissive license) into a Scratch project is illegal. Even if you claim that the music does not belong to you and you give full credit to the owner, it is still considered illegal.
You might still be able to claim what is known as "Fair Use" (I'm basing this on U.S. law since, according to your user page, you live in the United States). It is still possible, however, that this could be challenged, depending on the situation at hand.
Most of the time, musical artists will often not pursue cases of copyright infringement if it the legal proceedings will be of no benefit to them - but it's not to say that the musical artists will definitely not pursue the case for every instant that a copyrighted music is used. From your post, it sound like you want to play it safe, so I think you may be interested in our Music Website Index thread, which lists some website that offer music that is released under a permissive license such as Creative Commons or Royalty Free (that is, yes, you are free to put the music from those websites in Scratch projects without penalty of copyright infringement )
You may also be interested in reading the copyright policy that has been posted on the Scratch website, which talks about the copyright infringement with regards to the Scratch website.

It's like chaps on youtube. They take runescape which is copyrighted. Film it chuck in in a vid.
Runescape chaps... Jagex! That's what they are called, won't care much because it is not to the vidders gain.
