It's about corruption everywhere.
I read it a while ago, and it was interesting... but when they were explaining all the important stuff, I got so bored. -_-
I liked it, though.

When I read the book, I nearly fell asleep.

You should try reading Cory Doctorow's "Little Brother" (which is available for free download http://craphound.com/littlebrother/download/). Its a very modern take on the idea of government monitoring and control.
And its scarily plausible...

Yeah it took me like 3 or 4 days to get through it
but i dunno, i still found the ideas pretty interesting.
