I know what he used to make the website: Freewebs, a simple, easy web designer which I consider to be absolute * (I AM alowwed to say that, right?) because it makes a bunch of webpages which nobody ever uses. Nobody ever uses them because THEY ARE MADE BY FREEWEBS. I, personally, think that you should learn HTML and Javascript before venturing out to make a website (also CSS sometimes helps, and I've never gotten around to learning php)

I think freewebs is a great tool for people who want to make a website but aren't interested in learning code. With freewebs a person can make a nice looking web site with minimal effort. Of course a professional would never use freewebs but I don't think he is interested in professional web design.
HTML is usally the first computer language they teach people so if you ever sign up for a computer programming course at school HTML is probably the first language you will learn.
CSS is not completely necessary to make a website (though it does help) and php is more for web programs like this forum.

You have to have a knowledge of php and know how to use mysql. I don't know either my self so I can't really help you.
