secrets on scratch

Illusionist found a secret script on scratch(and no it is not the motor blocks). It is a secret blur affect that I wish someone may show me.

I don't know about it, but I know about a glitch which only appears in offline mode, it's very useful in some games!

The block is a made up one made from 1.3 by edditing the scripting  smile
