He's probably building a water gun. I remember when I built one for a project back in grade 3 (okay it was my mom, but I helped with the sealing).

I might as well tell you that I finished my water gun, but it failed after the first couple shots. I'm not back on yet - I still have a couple more designs to try.

The water gun was a real bi- erm, big effort to make. If you want, I could draw up the original designs I used when I first tried making a water gun (I can still remember it).
Though it probably won't work because the pressure system was wrong and I'm not sure how we even got that working.
