There's nothing wrong with art projects, even if they're only one picture.
Chain remixes: Annoying. Add yourself doing this-a-ma-jig. Add yourself doing that. BORING
Art projects: I have no problem with, unless they clutter up the front page. Because Scratch is for programming, not art. If you want to post art, then go to Deviantart and make an account. And since Scratch is for programming, non-programming stuff should NOT get on the front page.
Chain remixes: A fun past time. You may not like them, but other people do.
Art projects: I am not allowed to join dA, so Scratch is where I go. (Besides Wave and sending art emails to my friends.) If you don't like them, ignore them.

Imagine this:
You spend a long time (Let's say several weeks or so) programming a project. You tweak it, test and continually improve it until you have something you are extremely proud of.
Then, when you upload it to the Scratch website, it goes almost unnoticed. It's been kept from the spaces it really deserves by pictures drawn in the Scratch paint editor which could have been drawn in approximately 10 minutes, and remixes which are just an imported background and the text "Add yourself throwing up here!". Neither of these took any time or effort to make. How would you feel?
Please note, I'm not against art projects as a whole. I like stuff like MRN's art which clearly took a lot of effrot and he should be proud of because that art does show a talent.
So, please, before you criticise someone, walk a mile in your shoes. If it achieves nothing else, you'll at least be a mile away from them and with their shoes when you do so.

Top viewed is all rubbish. My control tester shouldn't have made it. I don't need THAT many results.

Yeah, the frontpage's quality in order from best to worst is
1. featured
2. top loved
3. top viewed
4. top remixed
The featured projects always have some quality that makes them good.
Sometimes top loved has something good, but its mostly not that great
Top viewed is just projects from popular users for the most part, which is why some test projects get there sometimes
Top remixed are projects where people spend 1 minute adding a picture
