Justhost is a pretty good webhost that gives you a free domain name. It also comes with a website builder.
Its about 4 bucks a month so I think its pretty reasonable for a hobby site or something like that.

And by the way, website builders are for non-hardcore people.
Raw HTML is the way to go.
