Don't feel bad, everyone asks how to make signatures when they join! 
To get a signature, you must be active on the forums for at least 15 days.
To add links, you have to use BBCode. There are many topics about it on the forums.
For a link, you would use:

[url=insert url here]insert link text here[/url]
For example:

[url=http://scratch.mit.edu]Scratch Homepage[/url]
produces:
Scratch Homepage

Just to add:
Scratch Team(The team of Scratch) said that your signature has to be less than, and including, 150 pixels tall.
Otherwise, they'll ask you to remove it.
