I think it would be helpful to allow sounds to be greater than 100% in volume.

You can do that if you throw something into audacity and make the volume very high.

How about the sounds can be greater than 100, but less than 1,000.

Just turn your volume up. We don't need over 100% volumes. We need to work on negative volumes. That'll show physics who's boss.

The sound is set as percent because it is as percent of the speaker's maximum volume. If the sound is at 100%, that means that it is at the maximum that the speakers and system settings will allow. It would be impossible to have it go past 100, then, since you can't go above the maximum.
