I was thinking, what do I do when I want to tell everyone something at my house? I stick a sticky-note on the billboard! Then I thought, "What if scratch had a virtual billboard?" There could be a link on the front page, so the scratch team can have everyone see it! Maybe, we could even have a scratch public billboard, so if someone made their biggest project or they want them to come to an RPG, everyone can see it (instead of it being ignored in the show and tell forums) There could be pages, and you can only post one sticky note per 5 minutes (this way spammers can't repeatedly post the same sticky note over and over)

Only post one sticky note 1 day. Only 1 sticky note on board per person. There are about 400000 users so 1 per 5 minutes might not be very good.... o.O

Well, this is for smaller things, that you still want people to know about, like maybe a new episode of your scratch series is outtoday, or maybe you made a cool mini game you people to check out.
I like fg123's idea, having only one post it on at a time, but you can remove the sticky note whenever you want to, so that if there is a really old post it, you can replace it with a new one.

How about you have to have been on Scratch for a certain amount of time? That would stop spammers and prevent crowding from unneeded notes.

Maybe it can be like the forums with signatures, you have to be at least 1 month old to post a sticky note. And it would be cool to be able to change the color and style of the note, I would have done that in my billboard picture, but photoshop was being mean and making the colors all whack.

I don't like the 1 year old thing.
But there should be different billboards for different things (Quitting Announcements get their own little board way the the end).
Also I want stickies with Jessica Simpson pictures on them, if that's managable.

I think that this service pretty much covers what you want.
You can use it on the scratch site personally, or, if the scratch team likes it, they can implement it site wide.
