For quite a while, people have tried to change the time zone - but it didn't work. No matter what, it would always stay at -05 EST.
A while ago, I reported the bug in Troubleshooting. However:

i think spades means how would you be able to tell what time people posted at if there are no time zones?

It doesn't work for like 50% community, living in different timezones. I live in GMT timezone now and it really annoys me that it says 20:00 is 15:00.

I'm not sure, but I might just live in the same time zone as scratch time, and that's why it's working for me.

The problem is that you can choose a time zone and submit it, but it won't update. Where you live is of no importance in this situation.

Hey, won't the Scratch Team say something? Look, either fix it, or remove it. You'll just get more topics reporting the bug (I saw one today, see it here), and honestly, it's really irritating the way that you're just leaving it there in that state, messed up and not working.
Some people say that it works for them, but I don't get how it would work for some people and not for others... they probably just happen to be in the right time zone, nothing about the forums.

Maybe it's a like a Zen thing...a known imperfection that you must learn to accept. Perhaps it's there to remind you that there are things in the universe that are beyond the powers of mankind to remedy. Or - that time itself is a fiction - an entirely human construct that may be completely irrelevant, when viewed from the Enlightened State.
More likely, for whatever reason (budget, programming resources, priorities), Andresmh has decided that there are other things that need to be fixed ahead of this issue.
