This is an old glitch that the Scratch Team knows about - and they won't be fixing it, for some weird reason. 
It works for some people, though (I've heard).
You might be interested in this suggestion: Getting rid of the option to change the time zone in the forums.

I wish they would fix it. I'd only not care if I lived in the eastern time zone. WHICH I DON'T
