You can create a game with the Scratch program which you can download here

There is a place for new users with a lot of help things there.
How to create a game is simple, once you have the program (As steppenwulf posted) You create the sprites you want (You can get more sprites by downloading other peoples programs an exporting them, Though you'll need to remember to give them credit for the sprites) then, depending on the game, you program it with all the different blocks. To know hw to program certin things, ask on the forums or search for what you're looking for on the scratch website. Theres bound to be totourial on it somewhere.
