Look at other peoples OS's like SynOS and ZapOS to give you an idea.

Check out my Oprix OS. It is pretty easy to understand because it uses broadcasts instead of variables and lists. You can remix it if you want, just give me some credit.

You should look at Xenotype, SynOS, TechnOS, etc. When making it, spend time doing this. A good OS takes a long time to finally make.

Also, when you are making it, to get everybody hyped up about it, I would release betas, or versions of the software that aren't stable and may contain glitches, online. Others may find glitches that you haven't, etc.

U want to build a real os on scratch thats impossible so forgot about WINDOW 7 real but u can make a virtual machine on scratch its like anyother project see the above said examples to learn

sry but i think this is a really stupid question...

because all these os simulations on scratch (only simulations! - i think) are normale scratch projects...
you should take important pictures from windows 7 (just like button screen desktop background, etc...)

if you are new on scratch you should try something more easier ...

And I just want to say that I do not like all these os simulations where you can't do anything, only change the background, paint something (! what you can't save), or listen to music...
And I think that  you shouldn't try to copy windows 7 (or to do something looks like w7)... if you want to create a os simulation on scratch, make your own!
How would be your own os sim? that would be more interesting then w7, w vista or w xp!

PS:

my os simulation is my OWN os (called System 2 - i know very creativ^^)!
it includes a filebrowser, were you can add and delete files!
and it has it's own programming language (s2l Lite)...
