Do you mean that you can't program with right-click or you can't use right click menus. If you're having trouble with trying to get right click menus within the Scratch interface, you might try the following:
For Windows users:
Right-click on Scratch's icon in the taskbar. Along with the usual Move, Minimize, Maximize, Close menu there is also a menu called VM Prefrences. Under this menu, there is a submenu, mouse mapping. If you have a scroll wheel on your mouse, make sure that under mouse mapping, "3 button mouse" is selected. Just make sure "1 button mouse" isn't.
For Mac users:
I've only used Scratch on a mac at school, so I believe that it might be under the Scratch menu (next to the apple menu) in the taskbar.
See if this helps, and if not, contact someone smarter.

If your on a mac, make sure your mouse is programmed to do the right click menus by going to system preferences and hitting mouse (I'm using a mighty mouse)

I'm sorry, I don't quite understand. Do you mean that the icon for Scratch doesn't work, the application itself (ie. the scripts area/paint editor), or your Scratch projects don't accept right-clicks? Right-clicking on the Stage is the same thing as left-clicking on it. That's just the way it was programmed.

The reason you cannot right-click is because in the Java applet, on Java itself it will not accept right clicks because that shows a popup menu for the actual java applet...
Or are you saying that you have problems with your mouse?
