It's a place where people from Scratch can meet and discuss various topics together, or ask questions if they're having problems.
The Scratch Forums are split into several different sections. For example, if you want to attract people to your projects, you can use the Show & Tell section, if you're experiencing problems with Scratch you can use the Troubleshooting section, if you just want to ask a question about Scratch you can post in the All About Scratch section.
When you post a topic in any section, people who come to the Forums will see your post and can reply to it (like I have done now ). That way, you can get help faster than you would have if you were, for example, asking somebody the same question on their project.
Hope that helps!

Well, you can create a new forum topic here in the Scratch Forums...just go to the Index for the forum area you are interested in (Troubleshooting, All About Scratch, etc...) and look for the "Post new topic" link in the upper right hand area

You can't post a whole new forum, but you can post a topic. Here's a little guide on how to create a topic:
1. Go to the Forum Index. That's: scratch.mit.edu/forums
2. Click on the cateory that most suits your question/topic you want to start (for example: All About Scratch, New Members, Troubleshooting, Show and Tell) NOTE: You can't post a topic in FAQ or Announcements, but FAQ might have a similar question that has been answered already.
3. Just at the top of the list of topics, on the right, there's a little blue link that says "Post New Topic". Click on it.
4. You'll get two typing boxes come up. Put a title in the top one, then write your question (and maybe a short description of what you'd like to know) into the bottom one. Then click the "Submit" button.
Hope this helps

You can also create your own forum (like this one: http://doodle.ipbfree.com/index.php?act=idx ) by using a forum hosting site. For example, this site: http://ipbfree.com/home/
