Will every scratch person get featured eventually? Or will there be some people out there who will never get featured. If everyone gets featured eventually, can someone tell me usually how long you have to be on scratch to get it?

Not everyone can be featured. First, your project needs to be GOOD. Second, there are new scratchers everyday, there's no way to keep track of that many people.

In the topic where you can suggest projects to be featured, there are guidelines for what projects they would like. Here's the list:
1. Simple projects
2. Complex projects
3. Projects that show an innovative use of Scratch
4. Projects that promote collaboration and remixing
5. Projects that show the diversity in the Community (gender, age, culture, country, interests, etc)
6. Projects that different kinds of people would find enjoyable
7. Projects that inspire
As plenty of people don't make projects that fit those decriptions, they most likely won't be featured.

Projects kinda don't have to be good anymore.
One good way is to make friends, so people will recommend your projects. Having a good project is an extra!
