As far as the usability of scratch, I know from experience, that no matter what OS you have, and how laggy or fast your computer is, Scratch will run at basically the SAME SPEED. I should know, because I used to do scratch on my Dad's slow XP computer, and I upgraded to a new fast Windows 7, and I was surprised that it was basically the same...
Considering that, just choose the best OS in general - Windows 7.

My friend runs Scratch in Win7 I think, it should work well.

Get Windows 7, If Scratch doesn't work on it your can download XP Mode from Microsoft.

It depends on how 'slow' your slow pc is. Scratch might have a speed limit built it so you can't see a difference between a regular and a fast pc, but Scratch on a slow pc is awfully... slow. (I did tests in my The New World game with FPS, on a news pc it ran at +1 15 frames per second, on a slow one at 4...)
