I tried to send a pic to scratch but it didn't work on scratch

Because TIFF won't work with Scratch. Convert to PNG.

JP(E)G does too. And BMP, but that format is unnecesarily heavy.

If you have a huge number of TIF files, there are a number of good batch image converters. Use these to convert many at a time into either PNG or JPG, depending on whether you are OK with lossy formats.
