Wrong. It's like 2x more expensive at most. You have Scratch 1.4, and Windows 3.1 can't run 1.4, or even Scratch 1.1, so you don't have 3.1.
Windows 3.1 can run EVERYTHING.

For some reason, chrome loads slower than Fire Fox, so I just use Fire Fox.
