For the past year, JSO and I have been working to fix up Scratch Resources. And now, we are almost done! Here is a quick little project describing it generally.

Thanks for the support! A lot of Scratch users got mad at us because it was taking such a long time to update. It was hard to make sure that the server could take all the files without crashing.

First of all, putting an email twice? Thats a bit lame. But just putting an email in the first place, for this kid-oriented place is wrong itself. The image verification is fine though. Along with username...

How would you verify if users are real, without using email? And you have to enter it twice on most sites just to avoid typos...

Yes, but on the scratch website, it doesn't require email. So if one used doesn't have an email, (which is normal with the average age group of kids on the scratch website) than they're not able to share any of their sprites or scripts, or music on Scratch Resources? I think thats a bit unfair...
On most websites they ask to confirm your password twice when creating an account, but not email. I don't know where you're getting that info. Only a couple websites do that.
Find some other way to make sure people are who they are. Such as a thread right here on the scratch forums, where the scratch user can say that they are who they are on that website.

I wanted users to upload resources without the need for an account to make things easier to use. Email is really required since it forms the only possible way of communication with the 'uploader' when things go wrong.
I know I could leave a message on scratch.mit.edu but the account is only proven to exist, not if it is the same person
And most people have email, right?

I know what you're talking about. But this is scratch.
And no, not many 8-year olds have email. Sure I do (11), but still not many kids my age either have email. Yes cell phones, but not commonly email.
