If the project gets flagged enough times, it will be temperarily removed, and the Scratch Team will reveiw it. If it's bad, they will remove it completely and the user that made it will get a warning.

And if the project is okay, then nothing happens. However, if the project got removed because of excessive flagging, the Scratch Team can always put those projects back...
